@Matt-M is absolutely correct about links not being the only factor but good quality links will move your DA in most tools. However, as most people have said it is not the best metric to be looking at.
I recently have done a super relevant link building campaign on a client site that had a DA of 3 for the past 3 years with literally no movement, they had around 100 referring domains mostly from foundation links and low authority sites. In the last 30 days I created only another 70 referring domains but all were super relevant with various levels of authority. in those 30 days the DA from my tool has increased to 16.
Although this is meaningless as it does not neccessarily convert to rankings or visitors by itself, rather the link building campaign has helped rankings. I guess if you were looking to sell a domain/site you might care about this number i cannot see any other benefit to it.
